I wouldn't want the cats to eat the scales because i would be worried about too much calcium in their diet, or that you would be cleaning up piles of puke i don't see a problem if you strain the broth before serving it to them. Some are just easier for them to digest than others. However, they do have bony plates for protection. But that doesn’t mean cats can’t eat grains, vegetables, and fruits.
