Free parking is available at the wharf parking lot (enter from wainee street or from luakini street), if you get your parking stub validated when you shop at one of the stores or restaurants in the wharf center. You build a cat park and there'll be dead silence and nothing moving, until an acorn drops and the cats get startled and it's all downhill from there. The cat cafe is a great idea.
Then you can purchase 30 mins or an hour of time to go play with the cats.
